Knoxville Police Department officers took 31-year-old Jasmine Carr and 37-year-old William Ragland into custody this past weekend after both were recently indicted for second-degree murder.
The indictment was the result of a Drug-Related Death Task Force investigation into the May 2023 overdose death of a 52-year-old woman at a home on Jacksboro Pike.
In addition to the second-degree murder charge, Carr and Ragland were each indicted for multiple counts of manufacture, sale and delivery of schedule II narcotics. Ragland, who has multiple prior felony convictions, was also indicted for two counts of theft after allegedly making cash withdrawals from the victim’s bank account after she died.
Carr was taken into custody by members of the KPD’s Community Engagement Response Team on Sunday, February 9 at an address on Hazen Street. CERT members arrested Ragland two days prior to that, on Friday, February 7, at an address on Yankee Street.
