Management Services Bureau

The Management Services Bureau includes the support divisions that are responsible for the non-patrol and investigative functions of the Police Department. The units that fall under the direction of the Management Services Bureau include the Budget Office, Payroll, Building Services, Planning and Grants, Personnel, Recruitment, Property Management, Fleet and Supplies.

The dedicated volunteer Chaplains fall within this group and support both sworn and professional staff across the department. The Reserve program and secondary employment coordinators report to the Bureau Deputy Chief to ensure department needs are met.

Larger Units under the Management Services umbrella include Training, Technical Services, Records and NCIC.

Deputy Chief Susan Coker is the Knoxville Police Department’s Management Services Bureau Commander. Prior to assuming that position, she served as the Deputy Chief over the Investigations Bureau.

Coker was appointed to Deputy Chief in October 2022 and previously served as the East District Commander. Coker has been with the KPD since 1996 and has served as a patrol officer, school resource officer, training officer, patrol sergeant, Accreditation Manager, and the department’s Personnel Director. Coker also served on the Crisis Negotiation Team for 15 years and has been a Crisis Intervention Team Officer since 2011. She attended Bellevue University where she received a B.S. in Criminal Justice Administration.

Tammy DeBow has been with the Knoxville Police Department since 1999. She was promoted to Captain in 2023 and is currently assigned to the Management Services Bureau, where she oversees the Training Academy, Property Management, Payroll, Personnel, Fleet and Records Units.

Prior to her current assignment, Captain DeBow served in numerous capacities, including as the Traffic Unit commander, as the Executive Officer to one of the department’s Deputy Chiefs, and as the Training Director for the department for seven years.

Captain DeBow graduated from the FBI National Academy in 2015, where she was recognized as a Distinguished Graduate. She holds a Bachelor of Science Degree in Business / Organizational Management from Tusculum College.
