Knoxville Police Department detectives are seeking witnesses or any information about the circumstances that led to a man sustaining life-threatening injuries early Saturday morning.

At around 12:30 a.m. on Saturday, July 25, KPD officers responded to the area of Howard Baker Jr. Avenue and Honor Our Troops Drive on a report that a man was walking down the road and bleeding from his head. Officers arrived on scene and located 50-year-old Truman Chapman. Chapman was suffering from a significant head injury and could not clearly report what had occurred.

Chapman was initially alert, conscious, and cleared by responding AMR personnel at the scene. Chapman had an outstanding warrant out of Loudon County for failure to appear on a prior public intoxication charge. Officers transported Chapman to the Loudon County line to turn him over to Loudon County Sheriff’s Office deputies. However, Chapman’s condition had deteriorated by the time officers arrived to meet with LCSO deputies, and he was instead transported to the UT Medical Center by ambulance. He remains hospitalized at UTMC in extremely critical condition.

Continued investigation determined that Chapman left Isabella Tower on a personally owned electric scooter sometime after 10 p.m. The scooter has not been located, and no additional evidence that could help determine what led to Chapman’s injuries has been uncovered.
